If you have more than a few hairs, I would recommend waxing just because it would take a long time to pluck all of the hairs out. Plus, they both remove the hair from the root, so the time it takes for them to grow back is probably about the same. Waxing is most definitely not painless, sadly. If it's a large area, waxing is more convenient, or you could by an epilator like Silk Epil etc, which are like "electric tweezers". If it's a small area tweezing is fine, just time consuming.
